build documentation refactoring (#395)

BUILD_WINDOWS.TXT, BUILD_UNIX.TXT removed from root folder

src/BUILD_WINDOWS.TXT, src/BUILD_UNIX.TXT converted to "md"

BUILD_WINDOWS.TXT, BUILD_UNIX.TXT are now hyperlinks in README.md
